1 Q. I am a gas pipe contractor and plan to install gas pipeline system for oxygen, hydrogen and helium gas in a hospital. Do I need to apply for an “Approval To Install” (ATI) for this system?
A: No. You are not required to apply for an Approval To Install as the scope of the Gas Supply Act 1993 (Act 501) only covers the supply of hydrocarbon gas, that are, methane, ethane, proitem, butane or any hydrocarbon gas mixture through pipeline. -
2 Q.What is the requirement to become a gas contractor with Energy Commission?
A: To become a gas contractor with Energy Commission, you will need to employ a full-time Competent Person. The Competent Person must be a registered Competent Person with Energy Commission and they can be categorized according to their scope of work. The Competent Categories are Gas Engineer, Gas Engineering Supervisor, Gas Fitter Class I, Gas Fitter Class II and Gas Fitter Class III. Competent Person required for certain classes of gas contractors is as follows:- Gas Contractor Class A: Gas Engineer or Gas Engineering Supervisor and Class I Gas Fitter
- Gas Contractor Class B: Class I Gas Fitter
- Gas Contractor Class C: Class II Gas Fitter
- Gas Contractor Class D: Class III Gas Fitter
- There are other requirements to be fulfilled before being accepted as a Registered Gas Contractor with the Energy Commission.

3 Q.The management in my factory is planning to switch from diesel fuel to natural gas. To whom should I refer to apply for a natural gas supply?
A: You will have to submit a written application to Gas Malaysia Sdn Bhd (GMSB). You can obtain the address at www.gasmalaysia.com if your establishment is located in Peninsular Malaysia. If your establishment is in Kota Kinabalu or W.P. Labuan, you can then write to Sabah Energy Corp. Sdn Bhd (SEC) at www.sabahenergycorp.com However, the success of your application depends on availability of infrastructure of natural gas supply near your premises location. -
4 Q.My restaurant uses liquefied petroleum gas for cooking purposes. The gas cylinder and kitchen are connected using a hose. Am I subjected under the law to apply for a license to operate the gas system?
A: Since the gas was not conveyed through a pipeline system, you are not required to apply for a license to operate the gas system. However, you are advised to ensure that the hose, regulator and stove are in good and safe condition for use. -
5 Q.What is the requirement to become a Gas Competent Person?
A: There are 5 categories of Gas Competent Persons:- Gas Engineer
- Gas Engineering Supervisor
- Gas Fitter I
- Gas Fitter II
- Gas Fitter III
The requirements to become a Gas Competent Person for each of the above category are:
Gas Engineer:
- Degree (or qualifications equivalent to a degree) in gas, mechanical, civil, chemical, petroleum, fuel, electrical, mining, industrial engineering or a graduate of a recognized university / institution or any recognized engineering degree.
- Registered as a Professional Engineer with the Malaysia Engineer Board under the Engineer Registration Act 1967.
- Possess a minimum of two (2) years’ experience in fields related to gas pipelines or gas installation.
Gas Engineering Supervisor:- Degree (or qualifications equivalent to a degree) or diploma in gas, mechanical, civil, chemical, petroleum, fuel, electrical, mining, industrial engineering or a graduate of a recognized university / institution or any recognized engineering degree.
- Possess a minimum of 2 years’ experience in fields related to gas pipelines or gas installation.
Fitter Class III:- Possess minimum Sijil Pelajaran Malaysia (SPM or equivalent).
- Minimum 18 years old.
- Possess a minimum of one (1) year’s experience in fields related to gas pipelines or gas installation with a gas contractor or in a recognized academic institution, government department or agency.
Fitter Class II:- Certified as a Gas Fitter Class III.
- Working experience in maintaining, operating or monitoring or gas installation as an assistant to a Gas Engineer, Gas Engineering Supervisor or Fitter Class I or II for two (2) years while certified as a Gas Fitter Class III.
Fitter Class III:- Certified as a Gas Fitter Class II.
- Two (2) years’ working experience as an assistant to a Gas Engineer, Gas Engineering Supervisor or Gas Fitter Class I or II in maintaining, operating or monitoring gas pipelines or gas installation while certified as a Gas Fitter Class I
Note: A Gas Fitter Class I is of higher rank than a Gas Fitter Class II or III. A Gas Fitter Class II is of higher rank than a Gas Fitter Class III.
The Competency Test is divided into two (2) parts, that is:- Competency Test (Written).
- Competency Test (Interview).
Applicants who have attended the Competency Course in the three (3) institutions below need to undergo the Competency Test (Interview) only:- Pusat Teknologi Gas (Gasteg), Universiti Teknologi Malaysia, Johor Bahru (tel. 07-5535653). These are Part-time Courses.
- Gas Distribution Course for Gas Engineers and Gas Engineering Supervisors
- Gas Distribution Course for Fitters Class I, II and III
- Institut Kemahiran MARA (IKM), Johor Bahru (tel 07-2361129). This is a Full-time Course
- Fitter Class I Course
- Kolej Teknologi & Profesional Perlis (Tel 04-9779177). This is a Full-time Course
- Fitter Class I Course

6 Q.I am interested in attending a course on Gas Competency. Which training institution offers this course?
A: Currently, the Energy Commission recognizes the Competency Course taught in three (3) training institutions in peninsular Malaysia. The insitutions are:- Management of electrical energy at the installation
- Gas Distribution Course for Gas Engineers and Gas Engineering Supervisors
- Gas Distribution Course for Fitters Class I, II and III
