Suruhanjaya Tenaga restructures organisation as part of the Transformation Plan
ST has launched an ambitious Transformation Plan to strengthen regulatory effectiveness towards delivering its purpose: Commitment to serve the interests and well-being of energy consumers in ensuring secure, equitable and clean supply of energy, as defined in the Energy Commission Act (610). As part of the transformation, a new organisation structure will be effective on 1st January 2026. The structure is designed to streamline resources and enhance regulatory oversight in line with the rapidly evolving energy sector.
The new organisation structure comprises two Deputy Chief Executive Officers to spearhead ST’s core functions which are Technical Regulatory and Compliance, and Economic, Markets and Planning, and a Senior Director role to lead Corporate Management and Services.
Ir. Roslee Esman is the Deputy CEO, Technical Regulatory and Compliance responsible for technical and safety regulatory functions including technical standards development, license and certification, compliance, and enforcement activities to ensure the safety, reliability, and integrity of Malaysia’s electricity and gas systems. He will oversee the following Divisions:
- Technical Policy and Regulation which develops policies, codes and standards encompassing safety, technical and industry competency for electricity and gas pipeline sectors as well as energy efficiency and conservation. Ir. Ts. Zulkiflee Umar is the Head of Division.
- Regulatory Services and Performance which manages all matters pertaining to the licensing of electricity and piped gas activities, certification of equipment, and personnel, registrations and monitors the performance of electricity and piped gas industries. Mohd Elmi Anas is the Head of Division.
- Compliance and Enforcement which protects the public and consumers interest through monitoring and resolution of issues, ensuring compliance and carrying out enforcement activities to uphold energy laws within the jurisdiction of ST. Ismail Zaili Yusop is the Head of Division.
Ir. Dr. Sanjayan Velautham is the Deputy CEO for Economic, Markets and Planning responsible for economic and market regulation focusing on equitable value to consumers including network investment, tariff design, and long-term energy planning together with efficient, sustainable, and competitive energy markets as well as pioneering energy transition intitiatives. He will oversee the following Divisions until the end of his term:
- Economic Regulation and Consumer Policy which develops and implements economic and regulatory frameworks and rules related to tariff design, pricing and network investments for the electricity and gas, and ensures prudent management of the KWIE consumer fund, supported by economic data and analysis. Marlinda Mohd Rosli is the Head of Division.
- Market Regulation and Planning which regulates market operations, energy transition development, integrated planning and regional connectivity, and fosters innovation and technology partnership for both gas and electricity supply. Rumaizi Abdul Halim is this division’s Head of Division.
- Special Unit for Capacity Procurement a specialised to implement electricity system capacity procurement in accordance with good governance to ensure reliable supply, fairness and integrity. Ts. Mohd Rizal Ramli is this section Head of Section.
Corporate Management and Services drive ST’s organisational excellence through strategic corporate functions and support services to enable an agile and high-performing regulator. The Divisions within CMS are:
- Strategy and Corporate Affairs which leads ST’s strategic planning, transformation and performance, institutional governance, communications and external relations including within ASEAN and the broader energy regulator network. Ir. Ts. Nurhafiza Mohamed Hasan is the Head of Division.
- Corporate Services which provides integral corporate services support covering finance, human capital, procurement, digital technology, and administration. Khairol Fahami Ismail is the Head of Division.
Lastly, the Legal and Secretarial Division reports directly to the Chief Executive Officer of Energy Commission. This division provides legal advisory and guidance to strengthen institutional governance and integrity and safeguard ST’s position as an independent regulator. Kharul Nizam Mohd Kamal is the Head of Division.
With the new organization structure, ST aims to be a more agile, accountable, and forward-looking regulator, capable of steering Malaysia’s energy sector through an increasingly complex energy landscape.
