Introduction
In line with Malaysia’s ongoing power sector reforms, efforts are being undertaken to enhance the efficiency, transparency, and competitiveness of the electricity market. As the system evolves with increasing complexity - driven by diverse generation sources, greater grid access, and private sector participation - there is a growing need to clearly define and streamline the roles of entities involved across system planning and market operations. This includes strengthening governance frameworks and ensuring alignment between policymaking, regulatory oversight, and operational execution.
Currently, key entities undertake various functions across generation procurement, system planning, and grid operations. Moving forward, the electricity market framework is expected to evolve towards a clearer separation of roles, with more distinct functions across central planning, system operation, market operation, and network ownership. This transition aims to promote transparency, operational efficiency, and fair competition, while ensuring a reliable and sustainable electricity supply for consumers.
