In relation to the resubmission procedure of the non-compliance as per instruction under clause 9.4 of the CGPP Information Guide, Energy Commission (EC) wish to highlight that for all unsuccessful applicant:

1. To resubmit to Single Buyer via email as per the CGPP Information Guide - the document for correction of the non-compliances only and the applicant does not need to submit the whole set of documents as submitted previously;
2. To extend the commitment bond - to ensure 10 months requirement from the date of resubmission as required under Appendix 5 – LOU (case in point – if the resubmission is made on 6th September 2023, the commitment bond shall valid until 5th July 2024); and
3. To ensure the resubmission is complete and comply to all requirement as asserted in the CGPP Information Guide.

For any changes or deviation to the original submission including but not limited to the changes of the SPP, Corporate Consumer, Interconnection Facility, Project Land, Financing Arrangement, and others shall be considered as new submission, not resubmission as mentioned under paragraph 2 above and the process of new submission shall adhere to the CGPP Information Guide.

It is also necessary to all new submission to reconfirm with TNB Grid on the availability of the interconnection. If in the approval letter from TNB Grid mentioned that there are some restrictions that need mitigation act by the SPP, the SPP shall ensure and submit the confirmation letter from TNG Grid on the availability for connection to the relevant PMU and commitment letter of the SPP to fulfil the required mitigation action to ensure grid security and stability.

EC would like to reiterate the resubmission can only be made on or after 6th September 2023 and any resubmission received before the date will be considered as non-compliance and will be rejected.

Pertandingan ini dianjurkan buat pertama kalinya pada tahun 2014 di mana ia terbuka kepada sekolah-sekolah menengah di Selangor, Wilayah Persekutuan Kuala Lumpur dan Putrajaya. Acara ini telah diadakan dengan jayanya pada tahun 2015 dan seterusnya pada tahun 2016, di mana ia telah dibuka kepada sekolah-sekolah menengah di seluruh Semenanjung Malaysia.

Untuk 2019, pertandingan ini dibuka kepada semua sekolah menengah di Semenanjung Malaysia dan Sabah.

Sehubungan itu pihak sekolah yang berminat boleh menghantar borang pendaftaran sebelum atau pada 31 Mac 2019 dengan menggunakan borang pendaftaran yang disediakan. Ikuti laman di bawah untuk maklumat lanjut:

The Energy Commission, in collaboration with the Ministry of Energy, Green Technology and Water (KeTTHA) as the coordinator for ASEAN Energy Efficiency Sub-Sector Network (EE-SSN), would like to invite owners/managers of buildings and industries in Malaysia to participate in the ASEAN Energy Awards 2016 organised by ASEAN Centre for Energy (ACE).

Electrical Equipment

In order to enhance services to customers, Energy Commission (ST) has developed an online system for application of Certificate of Approval (COA) for the importation and manufacture of household electrical equipment. Effective 1^st October 2010, all applications were done through online via e-Permit system operated by Dagang Net Technologies Sdn. Bhd. (Dagang Net).

To import household electrical equipment, applicants or their local agents need to register with Dagang Net. Once registered, applicants can proceed to apply electronically. ST will issue Certificate of Approval (COA) if applications are in order (test report and all required documents submitted and fees paid to ST).

The Energy Commission has received seven (7) RFQ submissions as at 1200 hrs on 11^th March 2013 for the purposes of pre-qualification of developer consortium, power plant site and power evacuation line.

Initially 30 RFQ documents were purchased by interested parties from 18^th December 2012 to 4^th January 2013. The RFQ evaluation results are expected to be announced by early April 2013 and shortlisted bidders will be invited to participate in the 2000 MW coal-fired power plant tender.

IT IS HEREBY NOTIFIED that investigations undertaken by the Energy Commission have found many electrical equipment in the market not complying with the requirements as stipulated under the law.

ATTENTION is drawn to Regulation 97 of the Electricity Regulations 1994 which requires electrical equipment as mentioned therein to be approved by the Energy Commission.  Regulation 98 of the same Regulations requires such approved equipment to be labeled in a manner as determined by the Energy Commission i.e. with a valid label of SIRIM.

ANY PERSON who contravenes of fails to comply with the abovementioned Regulations shall be guilty of an offence and shall, on conviction, be liable to a fine not exceeding five thousand ringgit or to imprisonment for a term not exceeding one year or to both.

Apart from the abovementioned action, the offending equipment may also be seized and its approval, if any, cancelled by the Energy Commission.

In accordance with the provisions of Section 5 (1) (d) of the Energy Commission Act 2001 [Act 610], the Minister of Energy, Green Technology and Water has appointed three (3) new members to the Energy Commission for a period of two (2) years commencing 1st September 2010 to 31st August 2012:

In addition, under the provisions of Section 5 (1) (c) of the same Act 610, the Minister of Energy, Green Technology and Water has also consented to the transfer of membership of one of the existing members of the Energy Commission, Y.Bhg. Datuk Pg. Hassanel bin Datuk Pg. Hj. Mohd Tahir, to represent the Government sector.

Energy Commission (EC) has embarked on a 30 months project, namely Power Quality Baseline Study for Peninsular Malaysia. Centre of Electrical Energy Systems (CEES) has been awarded with a consultancy of this project through the consulting arm of UTM, Global Technology and Innovation Management Sdn. Bhd. (GTIM).

The main objective of this project is :

(a)    to obtain the baseline data on power quality events and sources of events through the power quality monitoring programs.

(b)    to determine the standard utility and consumer reference impedance, to estimate the economic loss to industry and to validate the
        international standards with the Malaysian environment.

(c)    The results from this study will be used by the Energy Commission to determine the suitable period for implementation and
        enforcement of the Malaysian Standards regarding to power quality.

21ST December 2010, Cyberjaya: YB Dato’ Sri Peter Chin Fah Kui, Minister of Energy, Green Technology and Water launches Malaysian Grid Code and Distribution Code for the nations’ electricity supply activities in an event today.

The Grid Code and Distribution Code, published by the Energy Commission Malaysia, is a regulatory instrument much needed to coordinate various electricity supply activities.

The Grid Code is a set of technical regulations used by utility companies such as Tenaga Nasional Berhad (TNB) and Independent Power Producers (IPPs) in the Peninsular Malaysia serves as the main guidelines in electricity supply operation; to ensure the electricity supply in Peninsular Malaysia remains reliable.

The Distribution Code is a set of technical regulation established to ensure the operations at the distribution level are being carried out systematically.

YB Dato’ Sri Peter Chin in his speech hopes the introduction of the new Codes would enhance the transparency in a fair market competition in the nations’ energy sector.

“I hope both Grid Code and Distribution Code will boost the nations’ energy industry growth to another competitive level and able go extra mile on the nation’s economy and to the consumers.” said YB Dato’ Sri Peter Chin.

“Through these Codes, I hope TNB as the main utility company in Peninsular Malaysia could improve the electricity supply quality to consumers as well as improving its’ operational efficiency.” he added.

The Codes will set the regulations and technical requirements that need to be carried out by all party involved in the planning, managing and maintaining the grid and distribution systems to ensure security, safety and reliability at all time.

The Codes highlight in details the roles and responsibilities of parties involved in managing or using the system, either through connecting or connected directly to the grid and distribution systems including generators, grid system operators, distribution system operators, single buyer and large power consumers.

The Energy Commission Malaysia as the regulatory body of the energy industry will chair the committee with members from the industry. The Codes are available for downloads from the Energy Commission website www@st.gov.my. It will be enforced on the 1st January 2011.

SEMINAR KESEDARAN AWAM BERKAITAN MEDAN ELEKTROMAGNET (EMF)

27 Januari 2011, PUTRAJAYA: YB Dato’ Sri Peter Chin Fah Kui, Menteri Tenaga, Teknologi Hijau dan Air, hari ini telah merasmikan Seminar Kesedaran Awam Berkaitan Medan Elektromagnet (EMF) yang telah diadakan di Hotel Marriott Putrajaya.

Seminar Kesedaran Awam anjuran Suruhanjaya Tenaga (ST) tersebut telah dihadiri lebih 150 orang peserta yang terdiri daripada wakil Persatuan Penduduk sekitar Lembah Klang,  wakil jabatan dan agensi kerajaan, wakil syarikat pemaju hartanah serta wakil badan bukan kerajaan yang dijemput khas sebagai peserta.

Seminar tersebut diadakan bertujuan bagi menerangkan kepada pihak-pihak yang terlibat secara langsung dalam isu EMF mengenai kesan EMF daripada infrastruktur pembekalan elektrik.  Mereka diharap dapat berkongsi pengetahuan yang diperolehi bagi menjelaskan fakta mengenai risiko EMF kepada organisasi mereka selepas seminar ini.

YBhg Tan Sri Datuk Dr. Ahmad Tajuddin Ali, Pengerusi Suruhanjaya Tenaga dalam ucapannya telah menyatakan hasrat penganjur agar semua peserta akan mendapat gambaran yang lebih jelas dan tepat mengenai ciri-ciri medan elektromagnet yang wujud di persekitaran infrastruktur pembekalan elektrik dan kesannya terhadap  kesihatan.

“Kami juga berharap tuan-tuan akan dapat menyampai dan menghebahkan maklumat yang diperolehi melalui sesi penerangan dan dialog. Pihak Suruhanjaya dan utiliti juga sentiasa bersedia untuk memberi kerjasama dari segi kepakaran dan bahan maklumat yang diperlukan,” tambah YBhg Tan Sri Dr. Ahmad Tajuddin lagi mengenai harapan penganjur kepada peserta seminar.

YB Dato’ Sri Peter Chin dalam ucapannya telah menyatakan terdapat peningkatan kes-kes bantahan orang awam terhadap  projek-projek perluasan dan pengukuhan infrastruktur pembekalan elektrik akibat kebimbangan mengenai risiko kesihatan yang dikatakan berpunca daripada pendedahan kepada EMF.

“Sekiranya bantahan sebegini tidak diatasi, Kerajaan khuatir ia akan membantutkan usaha pengukuhan infrastruktur pembekalan elektrik dan seterusnya boleh mengakibatkan kemerosotan prestasi sistem pembekalan elektrik di negara kita pada masa hadapan” kata YB Dato’ Sri Peter Chin.

Beliau turut menyatakan bahawa Kerajaan telah menggariskan tiga (3) pendekatan bagi menangani isu risiko EMF dalam sektor tenaga iaitu:-

• Mengguna pakai dan memantau perkembangan standard dan amalan badan-badan antarabangsa bagi penilaian dan pengawalan risiko EMF,
• Memantau secara berterusan dengan kerjasama pihak utiliti, paras EMF di sekitar infrastruktur penghantaran dan pengagihan elektrik selaras dengan amalan terbaik yang digariskan oleh badan-badan antarabangsa, dan
• Menyebarkan secara berkala perkembangan dan panduan terkini mengenai pengawalan risiko EMF kepada pihak industri dan orang awam.
  
  

“Saya juga ingin memberi jaminan di sini bahawa dalam melaksanakan projek-projek infrastruktur pembekalan elektrik tersebut, Kerajaan akan sentiasa mendengar dan berusaha untuk menyelesaikan apa-apa jua masalah yang dihadapi oleh orang awam, termasuk dalam mengatasi isu-isu berkaitan EMF.” tegas YB Dato’ Sri Peter Chin dalam ucapannya.

Beliau turut berharap agar seminar dan kajian yang telah dilakukan sebelum ini dapat meningkatkan lagi keyakinan masyarakat terhadap keselamatan EMF di infrastruktur-infrastruktur pembekalan elektrik di negara ini.

“Saya berharap tuan-tuan yang mewakili persatuan-persatuan pengguna dan penduduk mengambil peluang ini untuk memahami dengan lebih mendalam mengenai isu EMF dan seterusnya bersama-sama pihak Kerajaan dan industri dalam usaha ke arah mencapai pembangunan infrastruktur pembekalan elektrik yang mapan untuk mencapai Wawasan 2020,” tambah beliau lagi.

Suruhanjaya Tenaga mendapat kerjasama daripada pihak Kementerian Kesihatan, Agensi Nuklear Malaysia serta Universiti Malaya dalam penganjuran seminar melalui kerjasama pakar-pakar dalam bidang EMF sebagai penceramah dalam seminar tersebut.

Antara perkara yang telah dibincangkan dalam seminar tersebut adalah  pengenalan kepada sistem bekalan elektrik di Malaysia,  pengenalan kepada medan elektromagnet dan kesihatan, standard dan perundangan berkaitan medan elektromagnet serta pendedahan EMF di talian atas dan bawah tanah.

Di samping itu, peserta-peserta seminar turut berkongsi kajian mengenai EMF yang dilakukan oleh Universiti Malaya serta pembentangan hasil kajian pengukuran medan elektromagnet di pencawang elektrik dan talian voltan tinggi yang dilakukan oleh Suruhanjaya Tenaga.  Seminar tersebut diakhiri dengan sesi soal jawab antara barisan panel penceramah dengan peserta seminar.

Dalam majlis perasmian seminar tersebut, YB Dato’ Sri Peter Chin juga telah melancarkan penerbitan Buku Panduan “ Izinlalu Talian Pembekalan Elektrik – Hak dan Keselamatan Anda” terbitan Suruhanjaya Tenaga. Buku panduan tersebut menjelaskan dengan terperinci perihal berkaitan hak dan keselamatan pengguna serta paras medan elektromagnet di kawasan-kawasan awam yang berdekatan dengan infrastruktur pembekalan elektrik di Malaysia.

Suruhanjaya Tenaga berharap seminar ini dapat menepati matlamat penganjurannya dan berharap ianya akan dapat dianjurkan di seluruh negara pada masa akan datang.

SYARIKAT DIDAPATI BERSALAH MENCURI BEKALAN ELEKTRIK

Putrajaya 11 Mei 2011 - Syarikat Fibre Pak Malaysia Sdn. Bhd. telah dikenakan hukuman denda RM70,000.00 atau penjara enam (6) bulan sekiranya gagal membayar denda di Mahkamah Majistret Shah Alam semalam kerana didapati bersalah menghalang meter elektrik Tenaga
Nasional Berhad (TNB) dari mencatat bacaan yang betul.

Majistret Hafizah Bt. Abd Rajak telah menjatuhkan hukuman itu setelah mendapati syarikat yang diwakili oleh Pengarahnya, Lee Lip Meng, bersalah setelah meneliti penghujahan bertulis pihak pendakwaan dan pihak pembelaan di akhir kes pembelaan.

Syarikat Fibre Pak Malaysia Sdn. Bhd. yang beroperasi di No. 342, Jalan 3D, Kg. Baru Subang, Selangor telah didapati mengusik meter bagi menghalang meter tersebut membuat bacaan penggunaan elektrik dengan tepat.

Syarikat itu dituduh di bawah subseksyen 37(3)(e) Akta Bekalan Elektrik 1990 [Akta 447] dan boleh dihukum di bawah subseksyen 37(3) Akta yang sama. Pihak pendakwaan telah mengemukakan lapan (8) orang saksi dan pihak pembelaan telah memanggil sembilan ( 9) orang saksi untuk memberikan keterangan.

Sabit kesalahan syarikat itu boleh didenda tidak melebihi RM100,000.00 atau penjara tidak melebihi 3 tahun atau kedua-duanya. Syarikat tersebut telah diwakili peguam S.S.Tieh manakala pendakwaan dilakukan Pegawai Pendakwa Suruhanjaya Tenaga, Wan Ahmad Kamal Bin Wan Abdul Malik. Mahkamah telah memerintahkan supaya denda tersebut dibayar oleh tertuduh dan rayuan terhadap hukuman boleh dilakukan dalam tempoh 14 hari dari tarikh hukuman dijatuhkan.

Suruhanjaya berharap hukuman ke atas tertuduh ini menjadi pengajaran kepada semua pihak agar tidak mengusik meter elektrik bagi menggangu bacaan bil elektrik.

Energy Efficiency Criteria for Material and Electrical Equipment to Qualify for Energy Efficiency Incentives

To further promote the efficient use of energy in the country, fiscal incentives have been introduced by the government for efficient electrical equipment and insulation material. To assist in determining the appropriate equipment and material to qualify for the incentives, the performance criteria and the necessary testing standards to determine the performance have to be determined. Such testing standards and performance criteria have been set for the following items:-

Mineral Wool Type

Performance Indicator and Testing Standard

• Thermal conductivity  in W/mK as specified in MS1020: 1986 (Specification for Mineral Fibre Thermal Insulation Material) at an average testing temperature of between 20oC and 24oC, tested in accordance to American Society for Testing and Materials testing standard ASTM C518.

Criteria for Incentives

• The insulation material should have a thermal conductivity of less than 0.04 W/mK at a mean testing temperature of between 20oC and 24oC.
• The insulation material must comply with the requirements for Bomba Class O (non-combustible) certification and pass the tests in accordance with BS 476 Standard Parts 6&7 or Part 4 for non combustion, fire propagation and surface spread of flame.
• The product should comply with Product Listing Certification issued by SIRIM QAS International Sdn. Bhd. for quality guarantees.
• Performance testing is to be done by SIRIM or any laboratory recognised by Standard Malaysia.

Perlite Type

Performance Indicator and Testing Standard

• Thermal conductivity  in W/mK as specified in ASTM C610 (American Society for Testing and Materials Testing ) at an average testing temperature 38oC, tested in accordance to American Society for Testing and Materials testing standard ASTM C610.

Criteria for Incentives

• The insulation material should have a thermal conductivity of less than 0.069 W/mK at  testing temperature 38oC.
• The insulation material must comply with the requirements for Bomba Class O (non-combustible) certification and pass the tests in accordance with BS 476 Standard Parts 6&7 or Part 4 for non combustion, fire propagation and surface spread of flame.
• The product should comply with Product Listing Certification issued by SIRIM QAS International Sdn. Bhd. for quality guarantees.

Performance testing is to be done by SIRIM or any laboratory recognised by Standard Malaysia

(This tariff is effective from 1st June 2011 and supersedes the previous tariff schedule which was effective on 1st March 2009)

On 20 February 2012 the Energy Commission received pre-qualification statements from 33 out of 38 participants who purchased the RFQ document. The 33 participants make up the 18 consortia and sole bidders listed below. All submissions will be subjected to an evaluation process and short-listed bidders will be announced after 19th March 2012.

The Energy Commission has completed the evaluation of 17 RFQ submissions and the following bidders have been shortlisted to participate in the tender process for the Prai project. The listing is not by any particular order or merit.

Shortlisting of the two participants marked "conditional" will however be subject to the corporate exercise they are currently undertaking given the overall condition that only ONE bid submission is allowed by any Group/Corporation.

All shortlisted bidders, including each member of the consortium, will be required to sign an Integrity Pact. RFP document can be purchased at a date to be notified by the Energy Commission.

The Energy Commission has invited all nine shortlisted bidders to purchase the Request For Proposal document for the Prai gas-fired power plant project. The RFP document is available at the Putrajaya head office from 30th Mar 2012 and the bid closing date is 16th July 2012 at 12.00 noon.

California USA, 17 May 2012 – In its efforts to better address the energy challenges of Malaysia’s Economic Transformation Programme, Suruhanjaya Tenaga (ST) has signed a Memorandum of Understanding (MoU) with the California Energy Resources Conservation and Development Commission (CEC), USA.

ST was represented by its CEO, Datuk Ir. Ahmad Fauzi Hasan while Commissioner Karen Douglas signed on behalf of CEC.

The MoU will provide a framework for cooperation and capacity building in such areas as energy efficiency and demand-side management, integrated resource planning, electricity sector governance, market development, and regulatory policies for renewable energy.

The Chairman of ST, Tan Sri Datuk Dr. Ahmad Tajuddin Ali, who witnessed the signing said; “The areas of cooperation that are covered by the MOU include information sharing, exchange of experts and capacity building programmes on regulatory best practices to deal with emerging energy supply issues”.

“With a world-class regulatory organization like CEC as our partner, we will be able to strengthen our capabilities in critical areas such as energy analysis, planning and efficiency regulation”; he added.

CEC is California’s primary energy policy and planning agency. Created in 1974 and headquartered in Sacramento, the CEC is responsible for activities that include forecasting future energy needs, promoting energy efficiency through appliance and building standards, and supporting renewable energy technologies. The Commission is a division of the California Natural Resources Agency.

Also present to witness the ceremony were CEC Executive Director, Rob Oglesby and its senior officers as well as representatives from the Malaysian Consulate General Office in Los Angeles and Malaysian Investment Development Authority (MIDA). 

A day after the announcement of the country's first billion ringgit power project via open tender, The Edge sits down with Energy Commission (EC) chairman Tan Sri Ahmad Tajuddin Ali, CEO Datuk Ahmad Fauzi Hasan and MyPower Corp CEO Datuk Abdul Razak Majid, who all played a part in the process. The three men, who represent the chief regulators of the power sector, discuss in a candid interview the future of the power sector, the lessons learnt from the open bidding and how 0.1 sen between bids can make a difference.

The Edge: The Prai CCGT represents the first power project awarded through open tender. However, it was reported that there was only a slim difference of 0.1 sen between the two lowest bidders, which brought about issues of transparency.
Tan Sri Ahmad Tajuddin Ali: As far as I am concerned, the number can be spot on.The reason is that everyone is zooming in on just the bare costs. What matters is what the number means. In this case, when we looked at the details, there were certain omissions from one of the bids, which necessitated us to make adjustment to the pricing. This was also done in a transparent way.

In earlier reports, Pendekar Power Sdn Bhd was reported to be the lowest bidder.
Tajuddin: The lowest bidder in terms of the raw number. But when we looked at the details, there were things that necessitated their price to be adjusted.

Was it because it was Tenaga's land that they got the project?
Tajuddin: No. It is the same land open to everybody. Basically, the land was handed over to us to lease out to whoever was the winner. So the land issue does not matter, but what you intend to do with the land.

So once the adjustment was done, was Tenaga still the lowest bidder?
Tajuddin: Of course, otherwise it wouldn't have gone to them.

With the competitive bidding, will this mean that we will see lower tariffs?
Tajuddin: No, the tariff is more subject to the cost of fuel. Just to clarify, the price for both awards, ranging between 35 and 36 sen per kWh, is based on the market rate of gas of RM44.26 per mmbtu. Our average tariff now is 33.5 sen, and that includes transmission, distribution and retail costs.  However, you must remember that is averaged over many different types of fuel and includes subsidised gas.

What was the EC's acceptable project internal rate of return 1RR for Prai?
Tajuddin: That is for the bidders to decide. For the foreign companies coming here, they may decide that 12% is acceptable. For the locals, in the case of Tenaga, I am told, they are happy to be in the high single digits.
Datuk Abdul Razak Majid: It depends on how hungry they are.

About the process being transparent, although the prices were known to the bidders, why wasn't it known to the public?
Tajuddin: There were concerns that we might restrict our flexibility in making the adjustments. Because we do not want to give the impression and fix in people's mind that the lowest bid will win. The lowest is still the raw number and we have to look at the details. Let's see whether that will change. But for me, we made a very big step doing it this way.There were lessons learnt, maybe this is one of them.

For the first generation extension, two IPPs got the extension but the rates are different. Can you explain? What were the criteria?
Tajuddin: Basically, the least cost to the system. Each of the candidates has a different pricing structure. YTL for example, is a take or-pay. We told them no more, if you want to come in, it has to be on the basis of capacity plus energy.

Yet in terms of the dispatch of the order of merit, Segari (Energy Ventures) is actually low on the list, so why were they awarded?
Datuk Ahmad Fauzi Hasan: We have reduced the fixed operating rate and variable operating rate in their power purchase agreement (PPA), and they revised their numbers and offered a very attractive rate.

What were the terms in the first generation PPA for Genting that was scaled down?
Tajuddin:The capacity payment, simple as that.

How much of a cut?
Razak: It was very significant.
Fauzi: We also included in our request for proposal, a standardised PPA. However, it is not just a framework and is rather detailed. The fuel risk is also on the IPP. If they fail to dispatch using the agreed fuel, gas instead of distillate, for example, due to their operations side, they will have to bear the difference.
Tajuddin: The good thing is that it is not imposed on Tenaga, they are also part of the discussion. It is not something we are imposing on them as perceived before. Now it's consultative, between everybody.

There is also a quest ion about the fate of the remaining IPPs that didn't get the extension. Can YTL, for example, export power to Singapore?
Razak: At the moment, no.
Tajuddin: If they can arrange it and they have a willing buyer, and if Tenaga agrees, they will have to come to EC to get approval.

What is the current state of the gas subsidy rationalisation scheme, and are you involved in the stabilisation fund that was recently reported?
Tajuddin: Everybody has accepted that these subsidies can't go on, but the government realises that if it goes up, tariff will go up, and at the moment that is something that is not palatable. As for the fund, everybody concerned is in discussions about it, including Petronas. It is a concept to deal with the increasing cost of fuel, basically in order for it not to be passed on to the consumer.

KUALA LUMPUR, Jan 21 -- Tenaga Nasional Bhd (TNB) today signed three agreements worth RM2.47 billion for a combined cycle gas turbine power plant in Seberang Prai, Penang.

The contract comprised a long-term service agreement which was signed between TNB Prai Sdn Bhd and Siemens AG for a period of 20 years worth RM631 million.

Others included the engineering, procurement and construction contract with Samsung Engineering & Construction Malaysia Sdn Bhd for three years worth RM1.85 billion.

The third agreement was between TNB Prai Sdn Bhd and TNB REMACO for an operation and maintenance agreement.

TNB president/chief executive officer, Datuk Wira Azman Mohd, said the project was part of the utility company's five-year RM9.7 billion investment over the next five years to build new power capacity to meet the country's growing electricity demand.

"The power plant, due to be completed by 2015, will follow strict emission limits set by the World Bank, with efficiency values of over 60 per cent," he told a media briefing after the signing ceremony here today.

The Energy Commission has completed the evaluations of both RFQ Submissions dated 21^st January 2013 from the following participants:

1)    Tenaga Nasional Berhad and Marubeni Corporation, and
2)    1Malaysia Development Berhad and Mitsui & Co. Ltd.

Both consortia have proposed an acceptable project site respectively in Manjung, Perak and Jimah, Negeri Sembilan and met all the requirements for pre-qualification.

Shortlisted bidders are invited to purchase the Request For Proposal document for the 1000MW Project 3A beginning 8th February 2013. The RFP Submission closing date will be 20^th May 2013 at 12.00 noon.

 The Energy Commission has issued 30 RFQ documents to the following prospective bidders:

The Energy Commission (EC) is calling for Request For Qualification (RFQ) responses for the development of a 1000 MW (Fast Track Project 3A) supercritical/ultra-supercritical coal fired power plant to be commissioned in Oct 2017, and another 2 x 1000MW (Project 3B) coal plant at a new site that is scheduled to be in operation in stages in Oct 2018 and April 2019.

Foreign developers with relevant experience are encouraged to form relationships with Malaysian partners as early as possible. Maximum allowable foreign equity is 49% and suitable foreign developer will be allowed to lead a consortium. The pre-qualification exercise is to screen the prospective bidder/consortium, proposed site and power evacuation line. 

A joint RFQ document is now available for sale at EC Building in Precinct 2, Putrajaya during office hours from 18 December 2012 to 4 January 2013 at a price of RM5,000.00. Prospective bidders may submit RFQ responses for either one or both projects before or on the following closing dates:

1)    1000 MW Fast Track Project 3A Submission Date -  21 January 2013
2)    2000 MW Project 3B Submission Date         - 11 March 2013

1000 MW Fast Track Project 3A:

Bidders will be responsible for securing a site adjacent or near an existing interconnection facility or substation. Demonstration of rights to utilise the proposed site and land for the transmission link to the substation will be required. Due to the fast track timeline, any proposal involving wayleave application will therefore not be accepted. 

2000 MW Project 3B:

Bidders will be responsible for identifying and securing an appropriate site. The project scope will include the transmission line to the 500kV grid system. The RFQ requirements will therefore include a transmission line preliminary route survey report and demonstration of rights to utilise the proposed site.

Prospective bidders are advised to start work immediately on site identification, preliminary route survey and consortium formation. Bidders will find six (6) approved nodes along the 500kV Grid through which power will be injected.
