Competent Persons

Gas Competent Person

A gas competent person is a person who works in respect of installing, constructing, maintaining, repairing or operating any gas pipeline or gas installation as specified under Section 35 of the Gas Supply Act 1993 (Act 501).

The Gas Supply Regulations 1997 clearly defines provisions on qualifications, competency evaluations and scope of works for competent person. There are 5 competency classes of gas competent person as follows:

  1. Gas Engineer
  2. Gas Engineering Supervisor
  3. Gas Fitter Class I
  4. Gas Fitter Class II
  5. Gas Fitter Class III


Candidates should have the following minimum academic requirements and experience:

  1. Candidates for Gas Engineer should hold a degree in engineering, registered as professional engineer with the Board of Engineer and should have not less than 2 years working experience in the gas pipeline and/or gas installation work.
  2. Candidates for Gas Engineering Supervisor should hold a degree or diploma in engineering and should have not less than 2 years working experience in the gas pipeline and/or gas installation work.
  3. Candidates for Gas Fitter III should have suitable educational qualifications determined by the iteml and should have not less than 1 year working experience in the gas pipeline and/or gas installation work.
  4. Candidates for Gas Fitter II should have not less than 2 years working experience as Gas Fitter III.
  5. Candidates for Gas Fitter I should have not less than 2 years working experience as Gas Fitter II.

Before being certified as a competent person, candidates need to sit for a written competency examination and interview conducted by the Energy Commission. However, candidates who pass gas engineering courses accredited by the Energy Commission such as gas cources organised by Gas Technology Centre, Universiti Teknologi Malaysia and Institut Kemahiran Mara can be exempted by the iteml to sit for the written examination.

Scope of work for gas competent person are as follows:

  1. Endorsement of gas pipeline and installation plan;
  2. Endorsement of certificate of completion of gas pipeline and installation;
  3. Endorsement of test certificate of gas pipeline and installation;
  4. Repair of gas pipeline and installation; and
  5. Maintenance of gas pipeline and installation.


Regulation 21 of Gas Supply Regulations 1997 states that every work on gas pipeline and installation shall be supervised by a competent person employed by the Gas Contractor who is carrying out the installation work.


Registration as Gas Competent Person

  1. For effective supervision on their activities, gas competent persons are required to register with the Energy Commission before they can perform any works.
  2. Registration of gas competent person is valid for a period of 12 months.
  3. Renewal of registration needs to be done at least 2 months before the end of expiry date.


Accredited Courses

Cources accredited by the Energy Commision

(a) Gas Technology Centre (GASTEG), Universiti Teknologi Malaysia, Johor Bahru, Johor (Tel: 07-5535653). These are part-time courses.

  • Gas Distribution Course for Gas Engineers and Gas Engineering Supervisors
  • Gas Distribution Course for Fitters Class I
  • Gas Distribution Course for Fitters Class II
  • Gas Distribution Course for Fitters Class III

(b) Institut Kemahiran MARA (IKM), Johor Bahru, Johor (Tel: 07-2361129). This is a full-time course

  • Fitter Class I Course.

(c) Kolej Teknologi & Profesional Indera Kayangan, Perlis (Tel: 04-9779177). This is a full-time course

  • Fitter Class III Course.
