What is meant by a Certificate of Registration?
A Certificate of Registration is a certification issued by ST to manufacturing companies, importers, or both, for the purpose of monitoring the manufacturing and importing activities of electrical equipment. Its legal requirement is provided under Regulation 97C of the Electricity Regulations 1994.
This provision came into effect on 3 May 2013.
How do I apply for a Manufacturer/Importer Registration Certificate?
Applications for registration as a Manufacturer/Importer can be made through the e-DIK system at https://edik.st.gov.my.
Can a Certificate of Approval be applied for without a Certificate of Registration?
No. An application for a Certificate of Approval cannot be made without a Certificate of Registration.
What is the validity period of the Certificate of Registration?
The validity period of the Certificate of Registration depends on the application, which can be for 1 year, 2 years, 3 years, 4 years, or 5 years.
How long is the processing time for the Certificate of Registration application?
If the submitted documents are complete, the processing time for the Certificate of Registration application is five (5) working days.
What documents are required for the Certificate of Registration application?
The documents that need to be submitted are forms obtained from the Companies Commission of Malaysia (SSM):
a. SSM Registration Documents:
- SSM Business Profile if the company is registered under the Business Registration Act 1956 (Act 197).
- SSM Corporate Profile for companies incorporated under the Companies Act 2016 (Act 777).
- SSM Limited Liability Partnership (LLP) Profile for companies incorporated under the Limited Liability Partnerships Act 2012 (Act 743).
- Warehouse Lease Agreement if the premises are rented (not owned).
- Business License from the Local Authority (PBT).
- Photos of the business premises and warehouse, including the business signage.
- Any additional information/documents as required by the Energy Commission (ST).
Are there any fees charged for the Manufacturer and Importer Registration Certificate?
No, there are no fees charged.
What is meant by a Certificate of Approval (CoA)?
A Certificate of Approval is a certification issued by the Energy Commission (EC) to manufacturers, importers, exhibitors, sellers, or advertisers of electrical equipment once the equipment is found to comply with the established safety standards and efficient use of electricity requirements. The legal requirement is provided under Regulation 97 of the Electricity Regulations 1994 and Regulation 101A of the Electricity Regulations (Amendment) 2013.
Who is required to apply for a Certificate of Approval (CoA)?
The applicant must be a manufacturer, importer, exhibitor, seller, or advertiser of electrical equipment only.
How do I apply for a Certificate of Approval (CoA)?
Applicants must first check the list of equipment that requires a CoA by referring to the Guideline for the Approval of Electrical Equipment (GL), which can be downloaded from the Energy Commission (ST) website. Applications for CoA for import/manufacture purposes, in accordance with Regulation 97 of the Electricity Regulations 1994, can be submitted online at http://epermit.dagangnet.com
For the CoA application, a test report from an accredited laboratory must be submitted as proof of compliance with the minimum required standards.
Once the CoA has been issued, the importer may proceed with import activities. After the shipment arrives in Malaysia and is cleared by Customs, the importer is required to perform a SIRIM consignment test at https://e-cee.sirim.my. This is to obtain the ST-SIRIM label, which must be affixed to the equipment before it can be distributed or sold to consumers, in accordance with Regulation 98 of the Electricity Regulations 1994.
What are the types of Certificate of Approval (CoA) applications for electrical equipment issued by the Energy Commission (EC)?
There are two (2) types of Certificates of Approval applications for electrical equipment:
- New Certificate of Approval (New Application)
- Renewal of Certificate of Approval (Renewal Application)
What are Form V and Form W?
Form V is the Certificate of Approval for importing electrical equipment. Form W is the Certificate of Approval for manufacturing electrical equipment.
What are the categories and types of equipment that require a Certificate of Approval (CoA)?
Electrical equipment that requires a Certificate of Approval refers to consumer electrical equipment. According to the Electricity Supply Act 1990, consumer electrical equipment is defined as equipment that operates on low voltage (more than 50 VAC or more than 120 VDC) and:
a. is sold to the general public; OR
b. does not require specialised skills to operate.
The categories of such equipment include (but are not limited to) the following:

What is meant by single-phase or three-phase equipment?
- Single-phase equipment refers to electrical equipment that operates using a 230V power supply with a tolerance of +10%, -6%.
- Three-phase equipment refers to electrical equipment that operates using a 400V power supply with a tolerance of +10%, -6%.
What types of plug tops are permitted for use in Malaysia?
- 13A fused plug that complies with MS 589-1 or BS 1363-1
- 15A round-pin plug that complies with MS 1577
- 2-pin 2.5A, 250V round-pin plug that complies with MS 1578 or BS EN 50075
2-pin plug tops are only permitted for use with electrical equipment that has a non-metallic body or is made of non-conductive material — also known as Class II electrical equipment.
Does equipment that operates entirely on batteries require a Certificate of Approval (CoA)?
Electrical equipment that operates using extra low voltage (less than 50V AC or less than 150V DC) does not require a Certificate of Approval. For example, equipment that runs on batteries and is powered via USB connection or DC chargers in vehicles does not need CoA.
If a piece of equipment is supplied together with an adapter/charger, is a separate Certificate of Approval (CoA) required?
If the equipment is supplied together with an adapter/charger, only the equipment itself is required to obtain a Certificate of Approval. If the adapter/charger is imported or manufactured separately, a separate Certificate of Approval (CoA) is required.
Can applicants from abroad apply for a Certificate of Approval (CoA)?
Applicants who are already registered and possess a Certificate of Registration (CoR) may apply for a Certificate of Approval.
As a Seller or Advertiser, what is the process to apply for a Certificate of Approval (CoA)?
Sellers or advertisers are only allowed to sell or advertise electrical equipment that already has a Certificate of Approval (CoA) and bears the ST-SIRIM label. Currently, the CoA is only issued to importers or manufacturers.
What are the company establishment requirements to apply for a Certificate of Approval (CoA)?
The company must be registered with the Companies Commission of Malaysia (SSM) and must have a suitable premises for the purpose of storage, distribution, or manufacturing of electrical equipment.
Is it necessary for an applicant to appoint an agent, or can the CoA application be handled independently?
Registered applicants may manage the CoA application on their own without appointing an agent. However, it is permitted for companies to appoint an agent to assist with the application and technical processes if they choose to do so.
How to apply for a Certificate of Approval (CoA)?
Steps to apply for a Certificate of Approval (CoA):
- Register for an e-Permit by contacting Dagang Net Technologies Sdn. Bhd. (DNT) at 1-300-133-133 or via email at careline@dagangnet.com to obtain a user ID and password.
- Log in using the ID and password at https://epermit.dagangnet.com, which is also linked through the Energy Commission (ST) website.
What documents are required for a new Certificate of Approval (COA) application?
The required documents are:
- Type Test Report
- List of Components
- Instruction Manual
- Technical Specification
- Product Catalogue of the electrical equipment being applied for
- Product Sample (if required)

How to apply for the Renewal Certificate of Approval?
The application for the Renewal Certificate of Approval must be submitted online via the e-Permit website. The renewal application should be made within two (2) months before the expiry date of the Certificate of Approval and no later than 14 days prior to its expiry.
What documents are required for the Renewal Approval application?
The documents required for the Manufacturing Certificate of Approval are a valid SIRIM Product Certification Licence (PCL) and proof of purchase of ST-SIRIM labels.
For the Import Certificate of Approval, the required documents are:
- Proof of purchase of ST-SIRIM labels (PP8) through SIRIM consignment activities, or
- A valid SIRIM Product Certification Licence and proof of purchase of ST-SIRIM labels.
Any changes to the test report (different from the previous application) will require a new application to be submitted. Please refer to the ST website for the procedure to apply for a Certificate of Approval (COA).
What is the validity period of the Type Test Report accepted by ST?
The validity period of an acceptable Type Test Report must not exceed five (5) years from the date of testing. At the time of application, the test report must have at least one (1) year of validity remaining before its expiry date.
For energy meters, the validity period of the test report must not exceed ten (10) years from the date of testing and must also have at least one (1) year of validity remaining before its expiry date.

What are the payment methods for the Certificate of Approval (COA) fees?
Payment is made via online payment through e-Permit. Please refer to the e-Permit website for information on e-Permit Online Payment.
How to ensure that the equipment is approved for sale in the market?
Equipment approved for sale in the market must bear the ST-SIRIM label.
To obtain the ST-SIRIM label:
- Imported equipment with a Certificate of Approval must undergo consignment testing at SIRIM.
- Manufactured equipment must obtain a Product Certification Licence from SIRIM.
How long is the validity period of the Certificate of Approval?
The validity period of the Certificate of Approval is 12 months.
How long is the processing time for a New Certificate of Approval application and a Renewal Certificate of Approval application?
If the submitted documents are complete, the processing time for a New Certificate of Approval application is five (5) working days, whereas for a Renewal Certificate of Approval application, it is one (1) working day.
If the equipment has the latest Type Test Report, is it necessary to apply for a New Certificate of Approval?
Yes.
Is a change of the Company Name on the Certificate of Approval allowed? How do I apply?
Yes, provided there is no change to the Company registration number (ROC/ROB) and no changes to any of the business partners. To apply for a Company Name change, you must submit:
- A written letter to ST; and
- For a partnership business: confirmation of the name change and the latest detailed particulars and addresses of all business partners issued by the Companies Commission of Malaysia (SSM); or
- For a company (Sdn. Bhd./Bhd.): the latest SSM-certified Form 13, Form 24, and Form 49 under the Companies Act 1965 [Act 125], documenting the name change and confirming no changes to the company’s partners/shareholders.
How do I apply for a change of the Company Address on the Certificate of Approval?
The applicant must submit a written letter to ST regarding the request for an address change and attach Form 44 under the Companies Act 1965 [Act 125], certified by the Companies Commission of Malaysia (SSM).
What is the penalty for those who fail to obtain and comply with the conditions of the Certificate of Approval?
Regulation 122 of the Electricity Regulations 1994 stipulates that any person who contravenes or fails to comply with any provision of these Regulations commits an offence and, upon conviction, may be fined up to RM5,000 or imprisoned for a term not exceeding one (1) year, or both.
Can one (1) Certificate of Approval (CoA) be used to apply for multiple models?
No. One (1) Certificate of Approval can only be used to apply for one (1) model of electrical equipment.
A notification regarding the enforcement of the "one CoA for one model" policy has been effective since 1 January 2014, and it can be referred to on the Energy Commission's website.
Can one (1) Certificate of Approval (CoA) be used to apply for multiple brands?
No. One (1) Certificate of Approval can only be used to apply for one (1) brand of electrical equipment.
Is a new Certificate of Approval (CoA) required for models with different colours and cosmetic designs?
No, it is not required as long as the equipment shares the same model.
