Monthly AFA Rate

The Automatic Fuel Adjustment (AFA) mechanism was introduced on 1 July 2025, in conjunction with the implementation of the Fourth Regulatory Period (RP4), which runs from 1 July 2025 to 31 December 2027, under the Incentive-Based Regulation (IBR) framework.

AFA is a monthly adjustment mechanism that takes into account changes in fuel prices and other costs associated with electricity generation against the baseline cost projections established under RP4. These adjustments determine whether an AFA surcharge or rebate applies to electricity consumers, depending on changes in electricity generation costs.

The mechanism also enables fluctuations in global energy costs, which are beyond the control of utilities and the Government, to be managed in a more structured and transparent manner while taking into consideration the interests of consumers as well as mitigating the impact of rising energy costs on the public.

This page provides the latest information on the monthly AFA rates applicable to electricity consumers in Peninsular Malaysia, helping consumers understand changes in electricity generation costs and how these may affect their electricity bills.

Factors Affecting the AFA Rate
The AFA rate for November 2026 is determined under the Fourth Regulatory Period (RP4) within the Incentive-Based Regulation (IBR) framework. It takes into account projected electricity generation costs for the relevant period, adjustments for differences between actual and projected costs, as well as mitigation measures to minimise the impact of cost fluctuations on consumers.

The main factors influencing the projected generation costs include:
i.   an increase in market prices for coal and natural gas compared with the baseline price projections under RP4; and
ii.  the need to use alternative fuels as a contingency measure to reduce the risk of electricity supply disruptions to consumers.

In addition, fluctuations in foreign exchange rates and adjustments for differences between actual and projected costs are also taken into account when assessing the AFA rate.

ST will continue to monitor developments in electricity generation costs and assess appropriate mitigation measures to ensure that the implementation of AFA takes consumers’ interests into account, while allowing electricity supply costs to be recovered on a reasonable basis.
