Does equipment that operates entirely on batteries require a Certificate of Approval (CoA)?

Electrical equipment that operates using extra low voltage (less than 50V AC or less than 150V DC) does not require a Certificate of Approval. For example, equipment that runs on batteries and is powered via USB connection or DC chargers in vehicles does not need CoA.

As a Seller or Advertiser, what is the process to apply for a Certificate of Approval (CoA)? If a piece of equipment is supplied together with an adapter/charger, is a separate Certificate of Approval (CoA) required? Can applicants from abroad apply for a Certificate of Approval (CoA)?
