I have taken over a seafood restaurant business at a shopping mall, where the previous business was abandoned for approximately 8 months. I find out that the restaurant uses LPG supplied through a piping system. The piping system is owned by the mall. Question 2: Does my new restaurant require a license before operations commence?

A licence is not required as gas is supplied by the shopping mall.

I am working as a mechanical supervisor at resort ABC. My responsibility is to monitor all the mechanical system including the LPG bulk storage and piping system with 10kL capacity.
