It is intended to provide greater cost certainty, improve project bankability, support timely project delivery and accelerate additional renewable energy supply to the grid. As part of the package, the System Access Charge (SAC) rates are reviewed to ensure a more appropriate allocation of costs and shared risks between Renewable Energy Developer (RED) and Green Consumer (GC), based on the benefits received and risks borne by each party, while avoiding inappropriate cost shifting to other parties. This approach is expected to support RED project bankability and facilitate the timely delivery of additional renewable energy capacity.
