Person in Charge of a Building
Obligation
Buildings subject to the EECA 2024 are specified in the Third Schedule of the Act and meet the criteria set out in the Guideline. Persons in charge of these buildings must:

Apply for an Energy Intensity Label
The building shall be labelled with an Energy Intensity Label. The first application must be submitted within 30 days after the end of 1 year from the date of written notice, and subsequent applications must be submitted within 30 days before the expiry date stated on the existing label. The application shall be submitted together with the prescribed fee and any information, particulars, or documents as required by the Commission.

Ensure Validity and Display of Energy Intensity Label
The Energy Intensity Label shall have a validity period not exceeding 1 year and shall expire on the date stated on the label. The label shall be displayed in a conspicuous part of the building.

Comply with Minimum Energy Intensity Performance (EIP)
The building shall maintain a minimum 2-star energy efficiency rating. Compliance shall commence from the 5th year after the first energy label is issued, and the required rating must be met annually thereafter.

Conduct Energy Audit and Submit Audit Report (if non-compliant)
If the minimum energy intensity performance is not met, the Commission may issue a written notice of non-compliance. The person in charge of the building shall appoint a Registered Energy Auditor (REA) to conduct an energy audit and submit the energy audit report together with an improvement plan.
