Adakah Arahan ini terpakai kepada projek pembangunan baru yang belum mendapat Kebenaran Merancang (KM)?

Projek pembangunan baru tanpa KM iaitu tanpa kebenaran secara bertulis daripada Pihak Berkuasa Perancang Tempatan (PBPT) dikategorikan sebagai projek dalam proses perancangan (under planning process) dan pembangunan baru (new development) di mana penguatkuasaan ke atas kategori ini bermula pada tarikh Arahan ini didaftarkan iaitu pada 1 Januari 2020.
